German troops would lay down their arms. He made
only one reservation: neither Denmark nor
Norway should be occupied by Russian troops. I
asked Himmler what he proposed to do if he
received a negative reply to his offer. He replied:
“In that event I shall take over the command on
the Eastern front and be killed in battle.” As is
known, he did not carry out his intention.
After pointing out again that I was extremely
doubtful of the Western powers’ acceptance of
his proposal, I asked him to write a short letter
to the Swedish Minister for Foreign Affairs,
Günther, which I would hand to him as tangible

meeting could be arranged between himself and
Eisenhower, he was willing to make roughly the
following declaration: “I recognize that German
arms have suffered defeat at the hands of the
Western powers. I am prepared to surrender
unconditionally on the Western front, and also to discuss
the technical ways and means of arranging
