M. Ducpetiaux, Inspector-general of the Belgium prisons, speaks as follows of the Pensylvanian correction-system, “Solitude produces an almost instantaneous change in the most stubborn mind. The dull and idle are prompted to activity and industry ; insolence is changed to a calm submission, and the most hardened feelings cannot long withstand the voice of benevolence and religion.”

The effect of the discipline on the health of the prisoners deserves next a careful examination.

There can be no doubt, that the great change, which occurs in the prisoner’s way of life, when he, after having been at liberty, is shut up in a prison, must act powerfully both on his temper and his health. It remains then only to inquire whether perfect solitude has produced more injurious con-, sequences to the health, than common imprisonment.

D>r Julius gives several accounts, respecting
the state of health in many prisons in Europe and
the United States, which are exceedingly instructive,
and from which I will cite a few af those that
are in this respect most interesting.
