which is contrary to the varying conditions of existence,
stands in opposition to nature, and is a contradiction of the
elementary principle of freedom which is necessary to the
religious self-determination of the individual. In Russia,
tolerance as regards racial and religious individuality has
now been won as the result of religious enlightenment, and
of those civic liberties which are recognised by modern
civilised States.
