no, war upsets all values. In war everything is settled by
force of arms. By right of war, which is the highest instance
of appeal, the Germans are at present owners of north-eastern
France. And who will insist that Tsingtau is still German,
only momentarily occupied by Japanese ? No one knows how
it will be after the war. But what we do know at present is
that in those parts of France which are occupied by the
Germans, they are also masters and hosts. Ask the civil
population in our little town ; they consist, it is true, solely
of old people, women and children. They are treated with
the greatest consideration and kindness, yet they know who is
master here. To have invading troops quartered in one’s
place is a terrible thing. And yet they are gentle here ;
inhabitants as well as property are spared as far as possible,
and one sees everywhere, in streets and market-places, German
soldiers in friendly intercourse with the natives.
