a value upon the actual property they were to
get to put it at 2,200,000/., so that they were
about to pay six millions for goodwill, compeusa
tion, and for doing things in a hurry at the end
of the Session. Were the Government buying at
too high a price? During the time the Bill was
under consideration before the committee the shares
rose from 145/, to 207/., whereas the highest value
that an arbitrator could have put upon them in
June, taking all the circumstances of a compul
sory sale into consideration, would not have exceeded
180/. per share.
The committee was deeply impressed with the
fact that if it dissented from any of the arrange
ments come to between the Government and the
companies the whole scheme would come to an
end. So great was the committee’s fear in this
respect that he had been unable to gain the
simple point’ of substituting the Sist of December
instead of a day in July as the end of the term
for calculating the profits. But if it were true
that the committee sat there only to register the
contracts of the Government, if it were true that
the committee considered all the complex details
of the scheme only to reject them, or accept them
as a whole, without power to modify them, it had
sat to very little purpose. The Chancellor of the
Exchequer had omitted to call attentiou to one
important point, which greatly reassured him re
specting the Bill. The money Bill would not be
introduced until next Session, and until that had
been sauctioned the contract would not be binding
on either the Government or the companies. But
it was held to be necessary to pass the Bill under
discussion in order that the questions of compen
sation might be settled by the arbitrators, and
the House might next year know exactly what
the country would have to pay. Fearing that the
faith of Parliament would be regarded as pledged
if this Bill was passed, he had asked Mr. Scudamore
in committee, before the representatives of all the
parties concerned, whether the passing of this Bill
would be regarded as tantamount to a promise to
pass the Money Bill next Session—as, in fact, a

alle Omstændigheder ved et tvungent Salg toges
i Betragtning, ikke vikle have oversteget 180 £
pr. Aktie.
Komiteen havde et stærkt Indtryk af det
Faktum, at dersom den dissenterede fra noget af
de Arrangements, der vare trufne mellem Regje
ringen og Kompagnierne, vikle den hele Plan gaa
overstyr. Saa stor var Komitéens Frygt i denne
Henseende, at han ikke havde formaaet at opnaa
den simple Ting at sætte den 31 December iste
detfor en Dag i Juli som Enden af Terminen for
Beregningen af Indtægten. Men hvis det var
sandt, at Komiteen sad der alene for at registrere
Regjeringens Kontrakter, dersom det var sandt,
at Komiteen tog alle de indviklede Detailler i For
slaget under Overveielse alene for at forkaste dem
eller antage dem i sin i Helhed, uden Magt til at
modificere dem, havde den siddet der til meget
liden Nytte. Finantsmiuisteren havde undladt at
henlede Opmærksomheden paa eet vigtigt Punkt,
som i høi Grad beroligede ham med Hensyn til
Billen. Pengebillen vikle ikke blive fremlagt før
næste Session, og førend den var bleveu antagen,
vilde ikke Kontrakten være bindende hverken for
Regjeringen eller Kompagnierne. Men detansaaes
for nødvendigt at antage Billen under Diskussion,
for at Spørgsmaalene om Godtgjørelse kunde blive
afgjorte af Voldgiftsmændene, og for at Huset
næste Aar kunde vide nøiagtigt, hvad Landet vilde
have at betale. Af Frygt for, at det vikle ansees,
som om Parliamentet var bundet ved sin Beslutning,
hvis denne Bill gik igjennem, havde han spurgt
Mr. Scudamore i Komiteen, i Nærværelse af Re
præsentanterne for alle interesserede Parter, om
Antagelsen af denne Bill vilde blive betragtet lige-
