THE DIET.

(28) General Provisions.—The Estates of the
Grand Duchy of Finland are composed of four
orders—the nobles, the clergy, the burgesses,
and the peasantry. Each of these orders has
the same authority.

The Estates assemble at least every five years
at an ordinary Diet, convoked by the Emperor
and Grand Duke, who may also convoke an
extraordinary Diet ; the authority of the latter,
however, does not extend beyond the matters
assigned as the motive for its convocation, or
which may be submitted to it by the Emperor.

The Diet meets in the capital of the country.

The normal duration of an ordinary session
