The drawing up of these documents is
verified by the orders themselves, or by delegates
appointed for that purpose.

The recess (recez) is signed by all the
members of the Diet, but the other despatches by
the Presidents of the four orders only.

All these documents, as well as the projects
of the Emperor, are published in the two
languages of the country.

(40) The Powers of the Diet.

The Estates of the country, assembled at the
Diet, represent the nation.

They exercise, conjointly with the Emperor
and Grand Duke, the legislative power.

They vote taxes ; they have their share in
settling financial questions.

They govern, supervise and control, through
their delegates, the work of the State Bank
(Bank of Finland).

They give their opinion on administrative
projects submitted by the Emperor for their
consideration.
