into the accounts of the current year.
We must add that, in connection with the
adjustment of the budget, its unity is not only
broken by the division into an ordinary and
extraordinary budget, but also by certain
subdivisions : the army estimates and the "
communications fund " constitute special parts of
the total budget.
There is, besides, still in existence, coming
down from the times of the former military
organisation, a " militia fund," represented
by the revenues of the Crown lands (formerly
applied to the maintenance of officers and
noncommissioned officers of the army) and b}r a
certain proportion of the land taxes. But, in
virtue of a provision of the law of 1878
concerning military service, the sums required for
the army estimates, over and above the militia
fund, may not be granted from the ordinary
resources (the u general fund " of the State),
but must be supplied by the Diet. That is
why the military estimates form a special
section of the State budget.
