(56) Tribunals of First Instance.

(a) The borough jurisdictions are distinct
from those of the rural districts. The town
court (rädhusrätt) is composed of the
burgomaster as president, and of two or more
aldermen as members. The burgomaster is
appointed by the Emperor from among three
candidates selected by the municipal council ;
the aldermen are elected by the council, and
receive their investiture from the governor of
the province.

The burgomasters, in general, are not judges
only, but have municipal functions. In the
