The competency of candidates is secured by
means of examinations held by one of the
university faculties, by the Polytechnic
Institution, the Agricultural College, or by the
Military School. The examinations required
for the different branches of the service are
determined by regulations and ordinances.
A knowledge of the two languages * of the
country is one of the conditions of competency ;
but there are certain inferior posts for which
the law has fixed no conditions of competency.
Ability, experience acquired in the public
service, and civic virtues, give a claim to
nomination, whilst inequalities of birth are not
to be taken into consideration.
(71) Irremovability.
The principle of irremovability, by virtue of
which a public official may not be dismissed,
except in consequence of a legal sentence of a
court, is recognised, by the fundamental laws,
