a perfectly municipal nature, and exempts them
from the duty of being jury-men, overseers of the
poor &c.

The sympathy of the citizen has two
particular objects for its activity, viz:

a) The care of the prisoners’ treatment, and the
possibility of their improvement during the period
of imprisonment.

b) Consideration for the support of those that
are liberated, by obtaining for them suitable
situations, opportunities to work &c.

Although most of the societies, that have
undertaken the cause of the prisoners, have chosen
only one of these objects, it seems right that both
should be embraced with equal warmth by that
union which is so imperatively called for in Sweden.
By this means is opened a more extensive field for
their noble exertions, the care of the moral
regeneration of prisoners will gain a higher
signification, and the knowledge of the inward order and
discipline of the house of correction, as well as of
the tempers of the individuals, form a lively
encouragement to prepare for those liberated, a
possible return to an honest and lawful occupation.

To state the best means of forming this
society is almost impossible, before the question of
our municipal-arrangements have been more closely
tried and had an opportunity to develop
themselves. Pastors, justices and bailiffs ought to be
members in virtue of their offices, for the gaining
