eloquently testify to the interest and work which has been laid down in
Italy, in order to render the Italian book treasures both accessible and
familiär to guests from far and near.
By special desire of the Italian government, not only librarians have
been invited to the Congress at Rome, but all those who, in one way or
another, have with the book to do: publishers and book-sellers, printers
of books, bibliophilists etc. For interests especially embraced in this
cate-gory, a special section (6) for book industry and book collecting is arranged
and presided by that most active and even in Europé wellknown American
librarian and bibliophile Theodor Wesley Koch.
The subjects of the remaining sections are of purely international
character. They comprise: Classification schemes for international use,
(Section 1); International Catalogue rules (Section 2); Current bibliographies
in different countries (Section 3); International Bibliography. Compilation of
an international Code for bibliography (Section 4); Library construction
and library furnishing (Section 8); Legal and voluntary deposit of books
in different countries (Section 9); International scholarships, fellowships and
exchange of librarians (Section 10); Library Associations and professional
questions (Section 13); International relations between libraries (Section 14);
Relations with national bureaus of information, Institutes of bibliography
etc. (Section 15); Statistics of literary production (Section 16).
Each section is under the management of a president, appointed by
the Executive Committee, who will direct the proceedings and report on
the matters within his own section. The papers and communications
noti-fied to the Congress are apportioned to the various sections. It has been
expressed as desirous that no paper exceed a period of fif teen minutes, and
it is at the option of the Board to combine any of the subjects of the
various sections.
It is of special interest to the newly created Union, to decide its
relation to the already existing associations having international
bibliogra-phical object. A Union of the librarians of the whole world has doubtless
other than professional interests to look after, interests especially to be
found in bibliography’s extensive area. It is therefore that the Union, on
the occasion of its foundation at Edinburgh became constituted the
»International Library and Bibliographical Committee». On account of the great
support, which this Committee afterwards experienced, it might be deemed
appropriate to change the title from »Committee» to »Union» or
»Federation», for example. This question, however, will be settled by the Congress
