Englishmen who are so timid as to believe that the
rock will have to undergo a thorough overhauling be-
fore it can really answer its purpose.
Spain also—although it shows not the slightest con-
cern over the fact that its own great resources are un-
developed and may be exploited by foreigners at their
own free will—is hypnotized by this bare rock. Since
Spain has lost its colonies, it keeps its eyes turned on
Gibraltar ceaselessly, as the key that will open up a
great future in foreign fields, or encourage a great
boom within the country, a boom which the country
needs very much; now it is the center from which de-
struction and disaster threaten.
When Spaniards are alone they actually go so far as
to speak of reconquering Gibraltar at the first oppor-
tunity. In public, it has even been proposed to pur-
chase it (!) or, if possible, exchange it for the second
pillar of Hercules, Ceuta, for Ceuta also has little mon-
keys jumping about on its pinnacle and furthermore,
Ceuta is seven hundred feet taller.
But England has practical sense enough to prevent
her from burying her millions in northern Africa after
she has dug them so solid and expensive a tomb at the
southern tip of Europe.
