Fichte, m. fl., är menniskans renaste,
fullkomligaste grunddrift.* Isolerad är hon vild, i
samhället förädlad; utom samhället är hon rädd
och svag, inom det modig och stark; med ett

sä är samhället en naturnödvändighet. —
Constitu-tionerna utveckla sig då af sig sjelfva — classvis —
derutur. Hvarje samhälle har då en medfödd, hemlig
kraft, som intet climat, ingen constitution, intet
con-trakt kan förstöra. Gibbon syftar derpå, då han
säger: JJWo constitution is formed by concert, no
government is copied from a plan. The members
of a small state contend for equality; the
members of a greater find themselves classed in a
certain manner that lays a fundation for monarchy”
Rousseau säger: "// nJy a qu*un contrat dans

Puffendorf, Grotius, m. fl., anse böjelsen
forjsam-hällighet, naturlig, ej konstig.
Författaren till Commentaries on the Laws of
England säger: JJD:r Paley — Moral and Political
Philosophy — has clearly shewn that the duty of
obedience to civil government at all is entirely
independent of promises, and rejects the
intervention of a Social compact in order to prove it so,
not only as groundless and unnecessary, but as
leading to conclusions unfavorable to the peace
and improvement of human Society; he assigns
for the only ground of the subjects obligation —
the will of God as collected from expediency.
Hume säger; the only passage of antiquity in which
the obligation of obedience to government is
ascribed to a promise9 is in Plato —• Critone — where
