Fångpredikanten M:r Bennet säger, uti

Ett sådant yttrande — af en man som, med
yttersta noggranhet och uppmärksamhet, snart
ett decennium följt systemets utveckling —
fortjenar itågot afseende, då fråga uppstår om
nyttan och användbarheten.
