economic contributions to the International
Committee. The Committee had a permanent delegate in
Moscow untill 1938, but he was recalled as there was
no longer any work to be done.

After the beginning of the war in 1939 the
Committee tried repeatedly to reopen direct relations,
both with the Soviet government and the Russian
Red Cross. When the Russians were drawn into the
war, the Committee applied to the Soviet government
at the same time it applied to the nations which
were at war with Russia, in order to stress that the
Committee wished to continue its humanitarian
work. In the spirit of the Red Cross, the Committee
thus put itself at the disposal of the Soviet
government for all eventualities in which it might be of use.
It emphasized the collection and forwarding of
information concerning wounded soldiers and
prisoners.

The International Committee proposed that lists
be compiled of war prisoners and fallen soldiers
from both sides, in order to enable it to inform
relatives who applied to the Committee for
information.

Molotov, Commissar for Foreign Affairs, answered
in June of 1941 that the Soviet government was
inclined to accept the proposal of the Committee
with regard to the exchange of information
concerning prisoners of war, provided that such action
would be reciprocal. To this end, the Committee
contacted the nations which were then at war with
Russia to inform them of Moscow’s attitude.
Gradually, the Committee received news from Finland,
Romania, Germany, Hungary and Italy that these
