We begin our Work in Germany

The reports received from Germany expressed
fear that the winter of 1945—46 would present
great difficulties for the German people concerning
their food supply. I considered it the duty of the
Swedish Red Cross to try to start relief work in
those parts of Germany which suffered most. The
proposal I made to the Chairman and the supervisory
board of the Red Cross was accepted. The Swedish
Committee for International Aid also agreed, and
the government did not object to my going to
Germany to negociate, even though they did not
want to express themselves either way before they
had been better informed about existing conditions.
In this connection, I want to mention how helpful it
was for Sweden to have a contact man in Germany
again. Officially, Sweden had at that time no
representative on German soil. During my last journey,
however, we had succeeded in arranging for the
Secretary of Legation, Torsten Brandel, to remain
in Hamburg as representative of the Swedish Red
Cross. This proved to be the wish, not only of the
Swedes but also of the British. It is true that he
could not carry out any consular work, but there
were a thousand questions which had to be dealt
with, and the many Swedes and Germans of Swedish
origin living in Germany at the time of the capitu-
