victims of Fascist aggression”, ”victims of Fascism”,
and so on. No satisfactory definition of the word
Fascism was given. The word was used with various
connotations, sometimes referring to the former
regimes in Germany and Italy, sometimes with a
clear reference to the West.
The delegates representing the countries giving
aid explained during the discussions that, in the
first place, the presence of representatives of these
countries in no way was an expression of distrust.
It simply provided a welcome opportunity for
contacts between corresponding relief organizations,
contacts which should be the more valuable for the
aided countries as these representatives often could
stimulate continued relief contributions from their
own countries. In the second place, the delegates
of the aiding countries pointed out that in these
countries the deepest sympathy was felt for the
victims of Fascism and that they wanted to do
everything to help them. They stressed, however,
that this confused political concept could scarcely
be included in the resolutions which were meant to
be valid not only in the present situation, but in the
future. Finally, they also pointed out that the
fundamental principle of the Red Cross, aid to all
according to need without regard to race,
nationallity, creed or political affiliations, should be a
sufficient guarantee for the impartial execution of
relief work., As I said, the debate in the Resolutions
Committee was hot and S but no agreement
was reached.
The Russian delegate then explained his attitude
more precisely. In a long speech, he made a num-
