the Emperor himself on the eve of his abdication, then
all the doubts I could have entertained as to the
legitimacy of the new regime and the Provisional
Government were dispelled; and it was with genuine
satisfaction that I sent a telegram on Friday, the 16th
March, to M. Miliukoff, the new Minister for Foreign
Affairs, announcing my complete and sincere adherence
to the Provisional Government.
