out of the produce of the messages one-fifth of
every [London message and two -fifths of every
country message. The result of that ivoidd be,
that we should get 43,500 l. out of the 120,0001.;
that would leave 76,500 l, half of which ivould
come to us, and half woidd go to the Sub
marine Company. We shall then have from our
fifths 43,500 l, and from our half of thebalance
38,750 l, making 82,250 l., and out of that we
shall have to hand over to Mr. Reuter 33,000 l.,
or some equivalent to the purchase of that, which
ivould leave us 49,250 l., which 1 have put at
45,000 l.

3379. Mr. Goschen. Do you think that
the companies would have agreed to arbitration?
— I do not think they ivould.
3380. Do not you think that they would
have opposed arbitration tooth and nail? — 1
think they would.
3383. Do you think that absolute consent
on the part of the companies to the agreement
was necessary before you could proceed with the
Bill? — In ihis pariicular Session it was undoub
tedly necessai~y.
3384. Then, in fact, the situation was this,
if you could not come to terms there was not
sufficient time to pass the Bill? — Undoubtedly.
3385. Therefore it was necessary to get
rid of the opposition of the Telegraph Companies
by agreeing upon terms, so that they would
withdraw their opposition? — Yes, bearing in
mind that the object of carrying the Bill this Ses
sion was to prevent our håving to pay more next
Session, or more the Session after.
3388. You say that time made it necessary
for you to come to an agreement with the Tele
graph Companies? — I say that it was a great
object to carry the Bill this Session, because the
longer the purchase of the property is delayed the
more it will cost us. I say also that 1 would ra-

pagnierne vilde have samtykket i Yoldgiften? —
Jeg tror ikke, de vilde.
3380. Tror De ikke, at de vilde have sat
sig imod Yoldgift med Næb og Klør? — Jeg tror,
de vilde.
3383. Tror De, at absolut Samtykke fra
Kompagniernes Side til Overenskomsten var nød
vendigt, før De kunde fremme Billen? — Idenne
særegne Session var det ulvivlsomt nødvendigt.
3384. Situationen var da i Yirkeligheden
denne, at dersom De ikke kunde komme til Enig
hed, var der ikke tilstrækkelig Tid til at drive
Billen igjennem? — Utvivlsomt.
3385. Derfor var det nødvendigt at blive
Telegrafkompagniernes Opposition kvit ved at
gaa ind paa saadanne Betingelser, at de vilde
tage sin Opposition tilbage? — Ja, erindrende,
at Øiemedet med at drive Billen igjennem i denne
Session var at forebygge, at vi skidde faa mere at
betale nceste Session, eller mere Sessionen efter.
3388. De siger, at Tiden gjorde det nød
vendigt for Dem at komme til en Overenskomst
med Kompagnierne? — Jeg siger, at det var af
stor Vigtighed at drive Billen igjennem i denne
Session, fordi jo leenger Kjøbet af Eiendommen
opscettes, desto mere vil den koste os. Jeg siger
