mauaged to get on good terms with the companies,
they found that they were hetter able to get in
formation, and the consequeuce was that they
discovered that the property was more profitable
than they had anticipated, and also that there
were other matters for consideration which they
had entirely overlooked. (Hear, hear.) The for
mer estimate was based entirely upon the inland
lines, but now their estimate embraced telegraphy
in connexion with the Continent, from which a
revenue of 45,000/. a year was now derived. They
had found it necessary to purchase the Continental
cable, now worked by ReuteFs.Company, a pur
chase which was not at first contemplated, and
in additiou to that they had obtained perpetual
and exclusive wayleaves over the lines of railways.
(Hear, hear.) It should, however, be remembered
that the amount he had mentioned was an out
side sum.
The fourth and last point which the com
mittee had been instructed to consider was what
arrangements ought to be made by the Post-office
for working submarine cables to foreign countries.
This matter was one which had offered some
difficulty to the Government, and in order to meet
it a clause had been inserted in the original Bill
to empower the Government to lease any part of
the cables which might come into their possession.
It had been found on inquiry that in respect of
those cables there were existing agreements be
tween telegraph companies at home aud other
telegraph companies abroad; and it was thought
that some confliction of rights or some confusion
in respect of agreements might arise if the Go
vernment took up the working of the cables while
those agreements continued to exist. Under these
circumstances it had been the intention of the
Government, if the Bill passed in the original
shape, to lease ihe cables. Since then they had
made au arrangement to lease to the Submarine
Telegraph Company any cables of which they might
become the owners. The. committee approved the
notion of a plan of that kind; but in their resolu
tion on the subject they did not shut out the

nierne, fandt den, at den var bedre istand til at
faa Oplysninger, og Følgen var, at den opdagede,
at Eiendommen var fordelagtigere, end den fra
først af havde tænkt, og tillige, at der var andre
Gjenstande at tage i Betragtning, som den ganske
havde overseet. (Hør, hør.) Det forrige Overslag
var helt og holdent baseret paa Landlinierne;
men nu omfattede Regjeringens Overslag et Tele
grafsystem i Forbindelse med Fastlandet, hvoraf
der nu flød en aarlig Indtægt af 45,000 £. Den
havde fundet det nødvendigt at kjøbe den Fast
landskabel, som nu drives af ReuteFs Kompagni,
et Kjøb, som man fra først af ikke havde paa
tænkt, og desforuden havde man erhvervet be
standig og udelukkende Yeiret over Jernbanelinier.
(Hør, hør.) Man skulde dog erindre, at den Sum,
han havde nævnt, var en yderste Sum.
Det fjerde og sidste Punkt, somKomitéen var
bleven paalagt at overveie var, hvilke Arrange
ments der burde træffes af Postadministrationen
for at drive undersøiske Kablef til Udlandet. Dette
var en Sag, som havde frembudt nogen Vanske
lighed for Regjeringen, og for at imødegaa den,
var der i den oprindelige Bill indtaget en Klausul,
som bemyndigede Regjeringen til at bortforpagte
en hvilkensomhest Del af de Kabler, som maatte
komme i dens Besiddelse. Man havde vedUnder
søgelse fundet, at der med Hensyn til disse Kabler
bestod Kontrakter mellem Telegrafkompagnier her
hjemme og andre Telegrafkompagnier i Udlandet;
og man troede, at der kunde opstaa Konflikter om
Rettigheder eller nogen Forvirring med Hensyn til
Kontrakter, dersom Regjeringen begyndte at drive
Kablerne, medens disse Kontrakter fremdeles bestode.
Under disse Omstændigheder havde det været Re
gjeringens Hensigt, hvis Billen gik igjennem i sin
oprindelige Skikkelse, at bortforpagte Kablerne.
Senere havde den trufiet en Overenskomst om at
bortforpagte til Submarine Telegraph Company de
Kabler, den maatte blive Eier af. Komiteen bi
faldt Ideen til en Plan af det Slags; men i sin
Beslutning om Gjenstanden udelukkede den ikke
