State Council, a provision which is of only formal
importance under the present parliamentary
system.
Bills for the revision of the Constitution must
be introduced in the first or second session after
a new election. Bills relating to the Constitution
are dealt with only by the united Storting. For
the adoption of a bill of this nature a two-thirds
majority is required, and the measure becomes
law without the royal assent.
The Storting votes all State expenditure and
determines State revenue, taxes, customs, and
other duties; it exercises control over government
administration, government appointments, and so
forth.
, The Storting prepares its business through its
committees (one committee for each Ministry),
and settles such business, with the exception of
bills, in plenum. The State Councillors (Ministers)
attend the Storting during the discussion of mat-
ters relating to their respective departments; they
have right of speech but not of voting.
The Storting determines the duration of each
session. It is opened and prorogued by the King
each year. The Storting cannot be dissolved either
by the King or by its own resolution until the
expiry of the triennial period for which it has
been elected.
Judicial Power: The Courts of Law adjudicate
in all cases as independent organs of the State.
They can also decide and overrule enactments and
