been largely developed since the revolution. There
can be no doubt of its unfortunate influence upon
the evolution of stable conditions.
But such phases come and go in the history of
nations. Let us hope that life itself will ultimately
claim its rights in this, as in other directions, and
will bring about a more settled and legally
regulated state of affairs, much to the advantage
of the whole community in its progress towards
sound health.
