At the first session of the Executive Committee at Rome March 31,
1928, it was already decided as a general principle, not only for the
Congress at Rome but for ali forthcoming congresses, that the program should,
as far as possible, only treat international questions of a bibliographical and
technical character. It has, however, been impossible to precisely follow this
principle and it will most likely be no easy matter to so limit the program
in the future. It is quite natural, that the representatives of the various
lands should wish to present specific experiences in library activities from
their own countries, or give information on bibliographical work, in which
he or she has particularly specialized. To a certain extent, papers on such
subjects will be national, but, viewed in relation to, or in connection with
similar presentations in other lands, they also become of international
importance. It can thus not be denied that a paper on »American Public Libraries»,
or »The research libraries of America» given by America’s leading
representatives in the respective departments, being at the same time of purely
national character, nevertheless become of international interest for European
librarians, by reason of the afforded possibilities for comparison, between
library conditions existing both in the old and the new world. It stands
to reason, that it is not either with out interest, to attain authentic accounts
furnished by native writers, of, for example, library work in China, Japan,
or in the Baltic Provinces. In order to secure place for such papers and
communications — some of which will only in part be reviewed or distributed
in print to the participants of the Congress — within the appointed limits of
the Congress activities, the 7th Section will likewise treat »the activities of
the various categories of libraries», that is to say, public as well as those
of a more specific character. Another essential is, that incidental
communications of a more bibliophilic nature and information touching ön book history,
be excluded, with one exception, namely, those which concern Italian
manuscripts and the Italian book. It has namely been considered expedient that
the book and library history of that country in which the Congress happens
to be held, should as far as possible be illustrated, both by its own as well
as by foreign contributions. The Italian book therefore, both as existing
in Italian and foreign libraries, will be the subject for discourse in a special
section (5), under the presidency of Professor Giuseppe Fumagalli, the well
known Italian bibliographer and »Grand old man» of the Italian book world.
Furthermore, numerous exhibitions have been arranged in the great and rich
Italian libraries of Rome and of other cities, which should be visited by the
participants of the Congress. These exhibitions, as set forth in the program,
