if I could not see Eisenhower to discuss with him
the possibilities of arranging a capitulation on the
Western front. I told him that this was quite
impossible, that the initiative must come from
Himmler, and that I was unwilling to act as
intermediary, since my doing so might be taken
to indicate a belief that Eisenhower and the
Western Allies would be willing to negotiate for
an armistice. I said I was convinced that this was
not the fact.

Himmler returned, and we began to discuss the
transporting of Danes and Norwegians and
the camp at Neuengamme. I told him that on the
whole the transportations had been successful, but
that conditions in the camp, which I had
inspected, were vile. I repeated again, emphasizing
the fact that at that time tens of thousands of
German refugees were being sent to Denmark, that
all Danish and Norwegian prisoners should be
allowed removal to Sweden. Himmler answered
that personally he would grant my request with
pleasure, but that he could not possibly do so.
