have been recorded for the benefit of the rest of the world. Even the works hère referred
to are already décades out of date.
European libraries which have so far liberally opened their portals to the Philip
-pine delegate during more than a year of library pilgrimages through Bavaria, Italy,
Saxony and Prussia, may have publications in and about the Philippines, but it would
not be an exaggeration to state that even the richest of them are far from being
up-to-date as far as current book and periodical publications in the Philippine Islands are
concerned.
Herein lies the possibility of the Philippine Library Association being of some
service to the library and bibliographie world. At present the undersigned is in the
position only to speak of possibilities, for, since reaching Rome in June last year, he
has not been able to détermine personally how far his detailed suggestions on the basis
of standards laid out by the International Federation of Library Associations are being
followed by his colleagues during his absence. These possibilities, however, have a
great chance of being realized in terms of positive tangible results; for, assurances have
already been given by his Philippine colleagues that library problems already solved
through the careful délibérations of your august body must be followed by us as the
guiding norm of activities, as far as library and bibliographie matters of international
import are concerned.
And Providence willing, and your tolerant and patient guidance ever inspiring
us to dåre and do, the members of this Federation may within the coming few years
find no occasion to regret its liberality in having counted our very young Association
as one of them.
In the name of the Philippine Library Association in particular and the Filipino
people in general, I have the honour to submit the foregoing facts as our official
pledge of coopération with this Federation.
