practice, I had begun by pointing out the hostile
feeling toward Germany in Sweden, whereupon
Himmler at once counterattacked and produced
a number of arguments to illustrate the innocence
and humaneness of Germany’s policy. The bad
feeling, he said, was entirely chargeable to
agitation in the Swedish press, in particular the
Göteborgs Handelstidningen. It was the Allies who
had begun the system of dropping saboteurs by
parachute. It was since the Allied occupation, and
not during the German occupation, that
conditions had deteriorated so catastrophically in
France, Holland, Italy, and Greece. It would have
been easy enough for the Germans to have
occupied the whole of France in 1941, but they had
refrained from doing so. It was absolutely
essential to act forcefully, in fact with the greatest
ruthlessness, in places where the population had begun
openly to fight the German troops.

Himmler offered excuses, justifications, and
explanations for everything, but he also made an
admission. When I asked him if he himself would
not take up arms against the invader if he were
a citizen of an occupied country, and if he did
