however the Police Master would not consent to, and without his
sanction nothing could be done.

The ordinary Governor, General Möllerhjelm, being still unable
to resume his duties, a Governor pro tern, was appointed on the
8th April. On the 12th the Missionary obtained an interview with
him, he seemed quite decided that the Swedish services must be
put a stop to, referring again to the law of 1781 and declaring
that he could not answer for the peace of the City unless those
services were inhibited. He promised a document in a day or two.
On the 18th nothing satisfactory having transpired, and four weeks
having elapsed from the date of the first Memorial, while the Chapel
remained closed longer than had been contemplated, the Missionary
forwarded a second Memorial to the Governor’s office1, accompained
by a private letter2, which was written in English but returned with
a request that it might be rendered into Swedish. The following
day the Missionary was called up by the Police Master who after
carefully excluding every one out of the room, communicated
verbally the order of the Governor that the service was not to be
recommenced until an answer had been received from his court. The
Police Master was requested to write this down, as no attention
could or would be given to a communication which while it in fact
transferred the responsibility of keeping the place closed to the
Swedish Authorities could not be produced in evidence. This he
declined and as the only method of getting the matter officially
recognised a third Memorial was given in.3 On Thursday the 21st
April the Missionary was summoned to attend the Governor’s Court
that day, and there the transaction occurred of which the Minute,
read & confirmed on the 23rd, contains a tolerably fair record.4
Another Minutes, got up, it evidently appears, in consequence of the
Missionary earnestly demanding that the first Memorial, that of the
21 st March, should not remain unanswered, though the Governor
declared he knew nothing about it, was obtained the same day,
and professes to record what took place at the Police Master’s
private room in Regent Street, on which occasion Mr. Edwards who
accompained Scott, was not admitted, and no intimation was made
either by the Police Master or Notary, that this was to be
considered the Governor’s Court. The Swedish services being now
officially prohibited, and an old law declared in force notwithstanding
the Royal resolution of 1838 which makes it doubtful whether the
English services can be continued, the Missionary’s duty appeared
