Mr. Goschen. — —- The money Bill would
not be introduced until next Session, and until
that had been sanctioned the coutract would not
be binding on either the Government or the
companies. But it was held to be necessary to
pass the Bill under discussion in order that the
questions of compensation might be settled by
the arbitrators, and the House might next year
know exactly what the country would have to
pay. Fearing that the faith of Parliaraent would
be regarded as pledged if this Bill was passed,
he had asked Mr. Scudamore in comraittee, be
fore the representatives of all the parties con
cerned, whether the passing of this Bill would
be regarded as tantamount to a promise to pass
the Money Bill next Session — as, in fact, a
pledge to accept the whole scheme. — Mr. Scu
damore answered: -
Hr. Gøschen. — - Pengebillen vilde ikke
blive frernlagt før næste Session, og førend den
var bleven antagen, vilde ikke Kontrakten være
bindende hverken for Regjeringen eller Kompag
nierne. Men det ansaaes for nødvendigt at an
tage Billen under Diskussion, for at Spørgsmaa
lene om Godtgjørelse kunde blive afgjorte af
Yoldgiftsmændene, og for at Huset næste Aar
kunde vide nøiagtigt, bvad Landet vilde have at
betale. Åf Frygt for, at det vilde ansees, som
om Parliamentet var bundet ved sin Beslutning,
hvis denne Bill gik igjennem, havde han spurgt
Hr. Scudamore i Komitéen, iNærværelse af Re
præsentanterne for alle interesserede Parter, om
Antagelsen af denne Bill vilde blive betragtet
ligegjældende med et Løfte om at antage Penge
billen næste Session — som om det i Virkelig-
heden var en Forpligtelse til at gaa ind paa den
hele Plan. — Hr. Scudamore svarede;
„I do not say you should rest satisfied with
my statement, but that is all I can say. During
the vacation the whole amount to be paid will
be ascertained and then it will come before the
next Parliaraent to confirm it, and Parliaraent
will then have an opportunity, even if this Bill
be passed, of saying that we shall not buy, and
the Bill will then be inoperative."
„Jeg vil ikke sige at De skal ladeDem nøie
med min Erklæring, men det ei Alt, hvadjegkan
sige.*) Under Parliamentsferierne vil man have
forvisset sig om det hele Beløb, som skal beta
les, og derpaa vil det blive forelagt næste Par
liament for at bekræftes, og Parliamentet vil da
have Anledning til, seiv om denne Bill gaar igjen
uem, at erklære: „vi ville ikke kjøbe“, og Billen
vil da blive virkningsløs."
He trusted the Government would make it
known in the most explicit manner that the pas
sing of this Bill did not bind the Government or
the shareholders of the several companies. — —
Han stolede paa, at Regjeringen vilde paa
den bestemteste Maade udtale, at Antagelsen af
denne Bill hverken bandt Regjeringen eller de
forskjellige Kompagniers Aktiehavere.
— — The agreement could not be concluded
except with the consent of two-thirds of the
shareholders of each company and the passing
of the money Bill next Session. The hon. mem
ber for Kingston-on-Hull (Mr. Norwood) brought
this out very clearly Jwhen he referred to the
last clause of this Bill, which says:—
Overenskomsten kunde ikke sluttes uden med
Samtykke af Totrediedele af hvert Kompagnies
Aktiehavere og Antagelsen af Pengebillen i næ
ste Session. Den ærede Repræsentant for King
ston on Hull, (Hr. Norwood), fremhævede dette
meget tydeligt, idet han henviste til den sidste
Klausul i denne Bill, hvori siges;
„In case no Act shall be passed during this
or the next Session of Parliaraent, putting at the
disposal of the Postmaster General such moneys

eller næste Session ikke fatter Beslutning om at
stille til Generalpostmesterens Raadighed saadan
