The Chancellor of the Exchequer. — They
had uotice.
Mr. Gladstone said that, at all events, at
that time the companies treated the proposed pur
chase as a disadvantage. The price of the Elec
tric Telegraph Company’s shares was then 153/.;
on the 23d of June, just after the reference in
committee, the shares had risen to 165/. The rise
might be taken to represent the normal, fair, and
legitimate improvement in the value of the pro
perty connected with the approximate realization
of the plans of the Government. But what was
to be said to a rise of 41/. betweeu the 23d
of June and the 23d of July? And would the
reasoning of the hon. and learned gentleman
account for that? He had set up an ingenious
theory, that there was something so delight
fully scientific in the possession of telegraphic
property that it attracted to itself, quite irre
spective of vulgar calculation, what was known
as a pretium affectionis; but he was afraid that
the change which had occurred during the last
few weeks must be attributed to considerations
of a diiferent character. The Electric Company’s
shares were 153/. on the 2d of January, 1651. on
the 23d of June, and 206/. on the Ist of July;
and the Magnetic Company’s shares were 115/. on
the 2d of January, 125/. on the 23d of June, and
150/. on the 21st of July. In the former case the
increase was one-fourth, and in the latter it was
one-fifth between June and July. Comparing the
case of the telegraphic companies with that of
the landed proprietors, he could not see any rea
son for a deviasion from the established practice
of resorting to arbitration. In the case of rail
ways we could not do without the land required
for them, but we could do without the pro
perty of these telegraph companies, aud it was
not necessity, but it was equity and policy, which
led us to think it necessary to acquire them. It
was only a sense of equity that prevented the
State competing whith the companies, as it was
open to private persons to do at any time. There
fore, he did not see any ground of a high order
for foregoiug arbitration in the case of these com
panies. The position was undoubtedly an ano-

man sige om en Stigning af 41 £ imellem den
23de Juni og den 23de Juli? Og kunde den ærede
og lærde Herres Ræsonnement forklare dette?
Han havde opstillet en sindrig Theori, at der
var noget saa Jbrnøielig Videnskabeligt ved Besid
delsen af telegrafisk Eiendom, at den var tiltræk
kende i og for sig, aldeles uden Hensyn til vulgaire
Beregniuger, havde hvad man kalder Affektions
værdi; men han var hange 1or, at den Forandring,
som var foregaaet i de sidste faa Uger, maatte til
skrives Betragtninger af en anden Beskaffeuhed.
Etectric Company’s Aktier vare 153 £ den 2den Ja
nuar, 165 £ den 23de Juni og 206 £ den Iste Juli,
og Magnetic Company’s Aktier var 115 £ den 2den
Januar, 125 £ den 23de Juni og 150 £ den 21de Juli.
I første Tilfælde var Forøgelsen en Fjerdedel, og i
det sidste var den en Femtedel mellem Juni og Juli.
Naar han sammenlignede Telegraf-Kompagniernes
Sag med Jordegodseiernes, kunde han ikke se
nogen Grund til Afvigelse fra den indførte Praxis
at tage sin Tilflugt til Voldgift. I Tilfældet med
Jernbanerne kunde vi Intet udrette uden at eie den
Grund, som udkrævedes til dem, men vi kunde være
disse Telegraf-Kompagniers Eiendom foruden, og
det var ikke Nødvendighed men Billighed og Stats
klogskab, som bragte os til at ønske at erhverve
dem. Det var kun en Følelse af Billighed, som
forhindrede Staten fra at konkurrere med Kompag
nierne, da det stod Privatfolk aabent at gjøre det
til enhver Tid. Derfor saa han ingen Grund af høiere
Betydning for at forbigaa Voldgift i Sagen med disse
Kompagnier. Stillingen var upaatvivleligt anomal.
Det var den høistærede Herres Uheld, ikke hans
Feil, at Huset opfordredes til at give noget, som
