land). The Lagmannsrett is presided over by a Lag-
mann (presiding judge) and two associate judges
appointed by the King, usually for periods of one
year. The question of guilt is decided by a jury of
ten members summoned for the occasion by a lay-
judge committee. A verdict of «guilty» requires
«more than six votes». The question of guilt is
finally decided by the jury’s verdict. The sentence
is fixed by the Lagmann and the two associate
judges.
Appeals in respect of the Sentence are heard by
the Appeal Committee of the Supreme Court (three
members); this applies to cases from all courts.
The Appeal Committee can reduce a_ sentence
passed by a town or district court. If it is a question
of increasing the sentence or a complaint as to
the sentence imposed by the Lagmannsrett, the
Appeal Committee determines whether the case
shall be taken to the Supreme Court, which decides
the sentence with final effect.
The Supreme Court further decides whether
cases shall be given a new trial by reason of a
miscarriage of justice, and whether the case shall
be retried because fresh evidence has been dis-
covered.
The Riksrett (Court of Impeachment) is an
extraordinary tribunal which can be brought into
operation only by the decision of the Odelsting.
It adjudicates in the first and last resort in actions
instituted by the Odelsting against the Govern-
