It should be noted that each Budget includes the deficit from the previous financial year, and also that repayments in respect of the national debt are being main- tained. National income is derived primarily from consumption taxes (customs duties and various taxes on consumables), income tax, and property (real and personal) tax, surplus of State commer- cial services, and so forth. 34
