The central organisation lies with the Naval
Department of the Ministry of Defence.
The chief command is exercised by the Com-
mander-in-Chief, who has at his service the Naval
Staff.
These authorities have their headquarters at
Oslo.
The coast is divided into three Sea-Defence
districts with stations at Horten, Bergen, and
Ramsund. The chief of a sea-defence district has
under his command the local naval-defence forces,
coast fortresses, and naval stations, also the coast-
guard service (intelligence service).
The Naval Air Arm is technically and in respect
of training organised as an auxiliary force with
its own chief.
For the Submarine Service there is a separate
inspectorate.
The Coastal Artillery is organised as a separate
unit with its own chief.
Under the Ministry of Defence the administra-
tion is effected by six technical departments with
their headquarters at Horten: Main Naval Dock-
yard, Department of Naval Ordnance, Department
of Torpedoes and Mines, Department of Naviga-
tion, Medical Department, and the Victualling and
Accountant Department.
The civil institutions, the Hydrographic Office
and the Pilotage, are under the control of the
Ministry.
