SOCIAL LEGISLATION
Norway is well abreast of the times in her
social legislation. The following is a brief survey
of the principal social reform laws in force at
the close of 1933.
NATIONAL POOR RELIEF
The Poor Law Administralion Act of May 19,
1900 (with supplementary acts) comprises all per-
sons (adults and children) who lack means of
subsistence or for procuring medical treatment
and nursing in case of sickness, and who are
incapable of procuring the bare necessaries of
life and have no relative against whom a right
of subsistence can be enforced — always provided
that their need is not relieved in any other way.
Such persons shall be given »needful aid«. The
cost is borne in part by the commune in which
the person is temporarily residing and in part
by his (her) commune of domicile.
Old Age Insurance. The Old Age Insurance Act
of December 7, 1923 embraces the whole nation.
It provides for communal (municipal) insurance
with limited State aid without any individual
