(16) The Emperor is assisted in the work
of governing Finland by the Senate, the
Governor-General, and the Secretary of
State’s Office.

(17) The Senate is composed of two
Departments—that of Justice, which is the supreme
tribunal, and the Administrative Department,
which manages the general administration of
the country.

The two departments, united, form the
