electoral fraud, offence against the liberty of
suffrage.
In addition to which are excluded—
Those who have not been inscribed as
Finnish citizens during the three years
preceding the election ;
Those who present themselves as electors
in the electoral assembly of one order, after
having already voted in another.
The right of voting cannot be exercised by
proxy.
Every elector is eligible for election in the
order to which he belongs, either in the district
where he resides or in another, provided he has
reached the age of twenty-five years, that he
professes a Christian faith, and that he is not
incapacitated from voting.
All that is enacted concerning the general
conditions for the suffrage and the eligibility of
candidates, as also concerning cases of
incapacity, applies equally to the order of the
nobility.
