on the recommendation of the Department of
Justice of the Senate.
This tribunal takes cognizance, in the second
instance, of appeals from the decisions of the
military tribunals. It tries, in the first instance,
certain cases determined by the law.
The Department of Justice of the Senate is
the final court of appeal to which resort can be
had in military matters.
