It comprises a chairman, a vice-chairman,
and, at least, five members, all elected for three
years by the communal council. The vestry is
charged with the taxation (unless the council
has entrusted it to a special committee) and
prepares the budget, which is voted by the
council. Controllers, nominated by the council,
audit its accounts.
