Alfons (or Alphonse) Alfonsovich Heyking, baron Heyking, born 1860, was of the Courland (Baltic, German-Latvian) noble family Heyking, and a consul general for the Russian empire in London. He wrote many books about the situation in the Baltic countries. He was still alive in 1928, but apparently not in the duty of the Soviet Union. He was lecturing at the University of Geneva and perhaps working for the League of Nations.
