into the two provinces of Upper and Lower Canada.

Constitutional Heritage
On July ist in Canada, we celebrate the decision taken in 1867 by the
British North American colonies to join together to create a new Nation. |
This decision was carried out by a group of men, both English-speaking and |
French-speaking, who had a vision of the future greatness of Canada, and who |
are known to Canadians as the Fathers of Confederation.
At first, four of the original Colonies came together as provinces in a |
federal union, to be followed shortly afterwards by three more. Today, |
Canada is made up of ten provinces, stretching between two oceans as expressed
in our national motto: ‘‘A mari usque ad mare”, each with its own jurisdiction
in those matters which were reserved to the provinces under the original Act
of Confederation.
Since that day 84 years ago, Canada has marched steadily forward. Today
we stand in full nationhood, proud of our association in the British Common-
wealth, possessors of the boon of freedom under the rule of law.
