The premiers of Canada’s ten provinces met with Prime Minister St. Laurent
and the Governor General (front row: 3rd and 4th) in Quebec last year to
discuss further amendments to Canada’s constitution.

Premier Mimistre St-Laurent et du Gouverneur général (3ème et 4ème, pre-
mere rangée) afin de discuter de nouveaux amendements à la constitution.
Canada achieved her independent status not through any single political
act but rather through a process of natural growth. Only in part is our
constitutional heritage embodied in formal documents. The enjoyment by
Canadians of certain basic freedoms is a jealously preserved legacy. These
freedoms, which we inherited in the first instance as the result of the develop-
ment of democratic reforms in Great Britain and Western Europe, have
continued to grow stronger and are today embodied either in laws or in
strongly held conventions. They include freedom of speech, of worship, of
movement, of assembly and of the press; freedom from arbitrary arrest,
freedom of choice respecting political parties and freedom of enterprise and
private property.
Canadians, on their Nation’s birthday, are more than ever determined to
guard these basic freedoms which are the foundation of our way of life, which
embody the vision of the Fathers of Confederation and which we share with
the free world to which we belong—a world menaced by totalitarian imperial-
ism.

throughout the world. To all of you, on behalf of the people of Canada,

such means as international broadcasting, we of the democratic world can
help to advance the cause of peace and prosperity through mutual under-
