not a clog to Spain in the pursuit of such a policy.»
Kort sagdt, Spanien kan mycket väl nöja sig med det stöd,
som det med England nära förbundna Portugal kommer att ge
mot Frankrike.
Att Spanien på detta sätt får ett starkt motiv att hålla sig
väl med England, utsäges ej, men är själfklart och är såsom en
fördel taget med i räkningen, hvilket framgår indirekt af
fortsättningen. Ett införlifvande af Portugal med Spanien skulle
innebära, att England, om Spanien blefve Frankrikes drabant,
»would loose all the counterbalancing resources, which, in such
a case, Portugal as a separate state would afford us».
Dessa fördelar äro mångahanda, kommersiella, politiska,
militära och maritima. »For instance, the naval position of Tagus
ought never to be in the hands of any power, whether French
or Spanish, which might become hostile to England, and it is
only by maintaining Portugal in its separate existence, and in
its intimate and protected1 state of alliance with England, that
we can be sure of having the Tagus as a friendly instead of
its being a hostile naval station. Only fancy for a moment
Portugal forming part of Spain, and Spain led away by France
in to war ^ith England, and what would be our naval
condi-tion with all the ports from Calais to Marseille hostile to us:
St. Malo, Cherbourg, Brest, Rochefort, Corunna, Vigo, The Tagus,
Cadiz, Carthagena, Port Mahon, Toulon and with nothing
be-tween us and Malta but Gibraltar, the capture of which would
be the bait which France would hold out to Spain to go to
war with us. lf, ön the contrary, the Tagus was at our
com-mand, we should occupy an intermediate position greatly
im-peding the naval movements of France and Spain.»
Detta må vara nog som en profbit och på samma gång som
en utveckling från kompetentaste håll af de principer, som
dominera britisk utrikespolitik. I förbigående nämnes Belgien,
tydligen som ett objekt för Englands intresse, och samtidigt
Rhen-länderna. Detta syftar på Frankrikes planer på revanche för
1814 och 15 års förödmjukelse, revancheplaner för
Pariser-freden, som fore 1870 utgjorde ett minst lika stort skäl till
