Norwegian interests. The union king not only
appointed Swedish governors in Norway, but he
contested Norway’s right to have a national flag;
and, as was the case during the union with Den-
mark, Norway had to do without her own ministry
of foreign affairs. The Swedish diplomatic and
consular service represented also Norway and
took charge of her interests abroad. The union
king moreover arrogated to himself the right to
veto the resolutions of the Norwegian Storting.
The Storting and the King were in constant
conflict. On several occasions the Storting had to
resort to the impeachment of the King’s coun-
cillors. But the dogged struggle of the Norwegian
people against the King and his Swedish coun-
cillors who interfered in Norwegian affairs, gradu-
ally bore fruit. In 1821 Norway got her own
maritime flag and in 1844 a corresponding naval
flag, although the union sign figured in both from
then onward. In 1873 the office of governor was
abolished, and after a Court of Impeachment held
in 1884 had deprived the councillors of state of
their office, the responsibility of ministers to the
Storting was recognised. In 1898 the union sign
was removed from the mercantile flag. The equal-
ity of the two kingdoms in the union was,
however, not yet accomplished, for Norway had
as yet no foreign ministry and no consular
service. Negotiations were carried on at frequent
intervals between the two countries respecting
these issues, but no agreement was reached. Finally,
