neglect, ill-treated, or morally depraved, or are
considered to be in danger of being morally de-
praved. This measure lays down rules for child
welfare councils, boarding schools, nursing homes,
etc.
Children of Defective Intelligence. The Element-
ary Education Act of June 26, 1889, with supple-
mentary acts, provides for special tuition (special
schools and classes) for children of defective intel-
ligence, should the school council deem it inad-
visable for such children to attend the ordinary
school.
Deaf, Blind, and Mentally Defective Children.
The Act of June 4, 1915, and amending act of
July 2, 1916, lay down that public authorities
shall provide the requisite number of educational
institutions for deaf, blind, and mentally defective
children, and nursing and industrial homes for
mentally defective persons incapable of heing
educated.
Juvenile Smoking. The Act of April 19, 1899,
to safeguard children against the use of tobacco,
gives local authorities the power to prohibit the
sale of tobacco to children under 15 years of age,
OTHER CHILD WELFARE LEGISLATION
Some communes have introduced pensions for
necessitous mothers. Further, certain communes
have established créches, kindergarten schools,
work homes, milk stations, holiday colonies, day
camps, medical examination of school children,
