beri-beri and other epidemic diseases — 1) for
injury: Free medical treatment at home and abroad,
sickness benefit, travelling expenses home, and a
pension in the event of disablement; 2) in case
of death: Contribution towards funeral expenses
and annuity for dependants.
Medical Treatment for Seamen. The Seamen’s Act
of August 16, 1923, provides free medical aid and
travelling expenses home. The cost is borne partly
by the shipowners and partly by the State, and in
case of self-inflicted sickness also by the sick person.
Unemployment Benefit. The Act of August 6,
1915, with amending acts, relating to the State
and communal grants to Unemployment Funds,
applies to State grants to workmen’s unemployment
funds. The State contributes one-half of the benefit
paid, to such funds as fill certain requirements,
inter alia, that one-half of the income of the funds
shall be paid by the members and that benefits
shall not exceed one-half of the wages earned by
the beneficiary and shall not be paid for a period
exceeding ninety days a year; it further stipulates
the obligation to work, and determines that benefit
shall be paid only to those who have been thrown
out of work through no fault of their own.
Unemployment caused by strike or lockout is not
taken into account. Two-thirds of the State grant
is refunded by the respective commune.
Provision of Employment. The Public Provision
of Employment Act of June 12, 1906, empowers
the Government to determine that each commune
