Bank of July 23, 1915, with amending acts, provides
for the establishment of a bank whose object is
to grant loans to persons of small means for the
purchase, extension or building of small farmsteads
(not less than 50 ares of cultivable land of a loanable
value not exceeding Kr. 20000 for new clearings,
or Kr. 15000 for other small holdings), also loans
to district councils for the purchase of land to
be parcelled into small holdings and for erecting
the necessary buildings thereon, and loans to
persons of small means for the erection, comple-
tion, or purchase of dwelling houses or for the
payment of debt incurred on such dwellings.
Housing Conditions. The Act of July 12, 1918,
provides for Rent Restriction (applies as from
July 1, 1934, only to Oslo, and only for flats not
exceeding two rooms and kitchen). Further, it
authorises the introduction of housing exchanges
and the obligatory building of houses by employers.
The Rents Control Act of March 12, 1926, fixes
penalties for those charging exorbitant rents (Price
Control).
ABUSE OF INTOXICANTS, VAGRANCY, &c,
Regulations which aim at preventing the misuse
of alcoholic beverages are mainly embodied in
the Act relating to the Importation and Sale of
Spirits, Wine, Fruit Wine, and Beer of April 5,
1927, and in the Act of July 9, 1920, regarding
the Denaturalisation and Sale of Spirit for indus-
trial and scientific use. In addition, there are
