laws prohibiting the use of alcoholic drinks, e. g.
the Act relating to Obligatory Abstention from
Intoxicants in certain occupations. It applies to
the military, railway, tramway, and motor passenger
services; and further, the Molor Vehicles Act of
February 20, 1926, with supplementary acts, which
make it a punishable offence for any person to
drive a motor vehicle when he is intoxicated or
under the influence of alcohol; and finally, the
Act of May 31, 1900, with supplementary acts,
relating to Vagrancy, Begging, and Drunkenness.
The Vagrancy Act of May 31, 1900, provides
that habitual drunkards may be committed to a
labour colony or to an inebriates retreat. The
Act of November 20, 1898, relative to persons placed
under Guardianship provides that a person de-
clared incapable of managing his own affairs,
who is addicted to drink or to the use of mor-
phine or other intoxicating or narcotic drugs, may
be committed to an inebriates home.
The main. provisions governing the care of
alcoholics are however, contained in the Act of
February 26, 1932, relative to Sobriety Boards and
the Treatment of Inebriates, which provides for
the establishment of sobriety boards to care for
inebriates and to advise and aid their dependants,
to support and promote educational work respec-
ting the question of alcohol in schools and by
other means. Partly given effect through the
Provisional Act relating to Sobriety Councils of
June 24, 1933.
