consulted the opinion of at least three specially appointed experts, pronounce
as to the competence of the applicants absolutely and relatively; the Greater
Consistory then places three of them on the nomination list (förslag), in the order
of their relative merits. Applicants who believe themselves to have been unfairly
treated in the nomination list may appeal to Government. It is now for the
Chancellor to express his opinion in the matter, whereupon the appointment is
finally made by Government. — On the other hand, if there is any prospect of
obtaining the services of some eminent savant, the faculty or section, prior to the
announcement of the vacancy, may resolve by a two-thirds majority to nominate
the distinguished man in question. This procedure is called kallelse. In that
ease, the proceedings are considerably simplified: the nomination, accompanied
by the opinion of the Consistory, is submitted to the Chancellor, who, with
his own judgment appended, passes it on to Government. — There are similar
regulations for the appointment of laborators, prosektors, and observators. Docents
are appointed by the Chancellor on application, or by nomination of the
professor concerned, the faculty or section having been consulted.
The total number of teachers at the universities and the Karolinska Institutet
in the beginning of 1915 will be 321, namely 148 professors, 27 laborators,
observators, lektors, etc., and 146 docents. Out of the 148 professors, 14 belonged
